In any organisation there is a direct relationship between processes and people. To optimise the operation of a company, the processes have to be well designed and the people responsible for them have to be trained to execute them correctly. If one of these two elements fails, the process or the people must be changed. The same thing happens with public bodies, although it is not always possible to change human assets. There are therefore two possible alternatives:

- Adapting profiles
